What is the Opportunity?

The Head of First Line Risk & Controls (HFLR), a newly established, executive role reporting to the CEO, will be charged with designing, building and overseeing a central first line of defense (1LOD) risk control and operations function to support RBC Bank's (the Bank) lines of business (LoBs), in close partnership with second line of defense (2LOD) teams, to ensure that the Bank effectively meets its strategic priorities by effectively mitigating and managing risks emanating from the 1LOD.Operating within the parameters of the risk governance framework designed by Independent Risk Management, the new function will aim to achieve a high level of consistency and quality in approach, standards, and methodology for risk and controls to better enable the 2LOD's aggregation of material risks across the Bank.

What will you do?
  • Influence senior business leaders and drive risk perspective, risk accountability and risk culture throughout the Bank's LoBs
  • Provide direction to LoB Division Risk Managers to maintain an integrated and consistent approach to risk identification, monitoring, measurement, issue management, and reporting
  • Work with LoBs and 2LOD functions to implement consistent risk management processes related to risk identification, risk assessment, issue management, reporting, and training
  • Oversee central risk operations functions focused on 1LOD control design and documentation, risk and compliance control monitoring and testing, and quality assurance and review activities pertaining to LoB controls, policies, and procedures
  • Engage with a broad group of internal and external stakeholders, including RBC Bank executive management, leaders, and managers across the lines of defense, and the Bank's regulators
  • Communicate on overall risk identification and control environment to RBC Bank executive leadership and 2 LOD
  • Leads, designs, and conducts continuous improvement on 1LOD risk operating model and transformation to ensure it meets the needs of the enterprise and OCC Heightened Standards
  • Oversees controls monitoring and testing Center of Excellence (COE), including with respect to quality assurance and verification activities (e.g., QA/QC, reviews)
  • Lead change management communication with 1LOD stakeholders based on new products, strategic changes and/or new requirements
  • Support LoBs to execute effectively with discipline on risk related projects
What do you need to succeed?
  • Minimum 12 years of Banking experience
  • Minimum of 7 years of Management experience
  • Bachelor's degree (or equivalent)
  • Substantial broad experience in risk management, including enterprise-level risk roles within the context of a large national bank (supervised by the OCC)
  • Specific risk management subject matter expertise, preferably in non-financial risk areas (e.g., operational risk, compliance, enterprise risk)
  • Strong understanding of relevant banking regulation and supervisory expectations for large national banks
  • Track record of successfully overseeing complex large-scale transformation programs ideally including regulatory remediation programs at peer institutions
  • Track record of managing senior internal relationships and demonstrated experience in leading sustained change and change management efforts
  • Well-developed listening skills and a strong ability to engage at the executive management level
  • Articulate and effective communicator, both orally and in writing
  • Strong interpersonal skills, with evidence of working in collaboration across large, complex organizations, including effective influencing skills
  • Self-motivated, proactive, and resourceful, with ability to identify solutions to issues; strong attention to detail required
