Overview

Technical Lead

Location: Aberdeen Proving Grounds, MD

Clearance: Active TS/SCI

The Technical Lead is responsible for coordination of Contractor's development team, the Product Owner, and the key technical stakeholders to ensure the Development Security Operations (DevSecOps) of Government Owned Software (SW) technical architecture needs are planned and accounted for in support of the new business features/capabilities.

Responsibilities

* Provide a SW Development Plan (SDP) that describes the plans for conducting a SW development effort, including new development, modification, reuse, re-engineering, maintenance, and all other activities resulting in SW products (to be delivered). Furthermore, this plan provides insight into the processes to be followed, the methods to be used, the approach to be followed for each activity, and project schedules, organization, and resources.

* Provide a plan for transitioning SW to the Government via the SW Transition Plan (STrP).

* Participate in planning, definition, and high-level design of the solution and explore solution alternatives.

* Enable the Continuous Delivery Pipeline through appropriate design guidelines.

* Actively participate in the Continuous Exploration process as part of the Continuous Delivery Pipeline, especially in identification, planning, and execution of technical work.

* Define subsystems and their interfaces, allocate responsibilities to subsystems, understand solution deployment, and communicate requirements for interactions with solution context.

* Work with customers, stakeholders, and suppliers to establish high-level solution intent and the solution intent information models and documentation requirements.

* Establish critical non-functional requirements.

* Support technology/engineering aspects of Program planning and execution.

* Provide oversight and foster built-in quality, team, and technical agility.

Qualifications

Required:

* B.S. degree in Computer Science, Mathematics, or other technical engineering degree

* PMP Certified with five (5) years of experience in Program Management or related disciplines

* Familiarity with deploying software at the TS/SCI level to NSA Network (NSANet).

* Familiar with NSANet approved tools for system configuration and management (e.g., SIMP, Puppet, Ansible, and CS2 Scripts).

* Have experience with third-party Government-off-the-shelf (GOTS) software (e.g., Salvage and WSTL).

* Possess a TS/SCI Clearance
