Overview

Agile Coach

Location: Aberdeen Proving Grounds, MD

Clearance: Active TS/SCI

The Agile Coach is responsible for the production of Agile process metrics for the Development Security Operations (DevSecOps) of Government Owned Software (SW).

Responsibilities

* Produce Agile quality metrics and ensure they are available to the Government through the Agile Project Management Tools, at a minimum at the end of each Sprint and release.

* Specifically plan, and complete Story Points per Sprint, average velocity variance per Sprint, and Sprint burn down charts, release burnup chart, and cumulative flow diagrams.

* Produce Agile product metrics, specifically list of Epics delivered over time, list of user Stories delivered over time, user registrations and downloads. These should be presented to the Government at the conclusion of each Sprint.

* Produce average value assessment metrics, specifically cost per delivered Story point ratio and delivered Story points per unit of cost.

* The Agile Coach will be responsible for coaching the Agile Teams on the framework; attending Agile ceremonies; supporting the Scrum Master(s) as needed; reporting on

Agile process performance; and working with the program leadership to improve Agile adoption and performance.

Qualifications

Required:

* Bachelor's Degree in Computer Science or a related field

* Minimum 5 years' professional experience with:

o Minimum 2 years of experience implementing a variety of agile practices (Scrum, SAFe, XP, Lean, Kanban) across several full lifecycle software development projects

o Minimum of 3 years' experience in the agile space as a Coach, Product Owner, Scrum Master, Business Analyst, and/or Developer

* A leader in the Agile community who has helped numerous organizations make a successful transition to Agile.

* Demonstrated ability to work collaboratively with high-level managers and successfully guide and implement the change to Agile in organizations that have little previous experience with Agile software development.

* In-depth understanding of organizational dynamics and demonstrated ability to achieve the culture change needed when successfully transitioning to Agile.

* Breadth and depth of experience in the tools and techniques of the selected Agile framework (e.g., Scrum and XP) including a proven track record of continuous improvement in knowledge and implementation of Agile.

* Experience guiding program managers using Agile in a large program that includes multiple Agile teams, releases, and projects that operate in parallel (e.g., Scrum of Scrums).

* Knowledge and understanding of how to implement architecture in an Agile environment, how to combine the use of component and Feature teams, and how to coordinate multiple teams when managing Agile software development for large-scale enterprise development.

* Understanding of the constraints and demonstrated ability to apply means and methods to overcome these constraints when implementing Agile in a federal contracting environment.

* Familiarity with deploying software at the TS/SCI level to NSA Network (NSANet).

* Familiar with NSANet approved tools for system configuration and management (e.g., SIMP, Puppet, Ansible, and CS2 Scripts).

* Have experience with third-party Government-off-the-shelf (GOTS) software (e.g., Salvage and WSTL).

* Possess a TS/SCI Clearance
