The State Highway Administration's (SHA) Office of Audits (OA) is currently recruiting for an Internal Audits Manager (DOT Internal Auditor Program Supervisor) in Baltimore City. This position is open to anyone who meets the minimum qualifications listed below. The resulting list of eligible candidates will be used to fill future SHA vacancies throughout the state of Maryland.

Nature of Work: The main purpose of this position is to manage the operations of and provide administrative guidance to the Internal Audits Section of the Office of Audits (OA). This position assists management in achieving their goals and objectives by assessing: (1) internal controls are in place and are functioning as required to mitigate the risks, (2) compliance with all applicable laws and regulations, (3) reliability and integrity of information, (4) economic and efficient operations, and (5) safeguarding of assets. This is accomplished by assigning to staff auditors audits of various activities and complexities within SHA; holding entrance and exit conferences; reviewing the workpapers used to document audit steps; reviewing the audit reports on the results of those audits, prior to review and approval by OA management; and then issuing the reports to Senior Management. This position assists management in developing, coordinating, and executing a comprehensive audit plan to audit the activities/operations of the SHA.

Qualifications

Minimum Qualifications:

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses.

Experience: Five (5) years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

Preferred Qualification:
The ideal candidate should possess the following:
  • Excellent communication skills both written and oral.
  • Excellent analytical ability.
  • Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), and/or Certified Government Auditing Professional (CGAP) certifications.

Notes:
1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of accounting experience for one year of auditing experience.

4. Candidates may substitute equivalent U. S. Armed Forces military service experience for civilian experience cited above.

Licenses & Certifications

Candidates must possess a motor vehicle operator's license valid in the State of Maryland.
