What You'll Do

* Direct supervision of personnel responsible for acquisitions management, contract management, governance, and DOE Capital Planning & Investment Control (CPIC) reporting.
* Manages budgets, schedules and performance for scope of work.
* Ensure tasks and projects are completed on schedule and within budget, scope, and performance standards.
* Responsible for ensuring the IT Business Operations Director and CIO office are well informed of the processes, data calls status, and all manner of reporting across all areas of responsibility.

* IT Acquisitions and Subcontract Management:

  • Own and manage the IT acquisitions processes and manage the IT Subcontracts and Staff Augmentation Basic Ordering Agreements.
  • Serve as the primary interface to build relationships and work extensively with business stakeholders, IS&S management, vendors, etc. to ensure all technology acquisition requests and lifecycle contracts are managed in a sustainable way.
  • Participate and/or develop procurement deliverables (e.g., statements of work, bills of material) for external services and materials
  • Define and execute the asset/contract management process across IS&S by closely working with IS&S leadership to ensure lifecycle management is sustainable.
  • Provide direct support to the Director of IT Business Operations within the Information Services & Solutions (IS&S) organization on matters to include definition, management, and execution of all processes related to IT & Cyber requests, budget, acquisitions and contracts, and subcontract management.
  • Lead and direct the day-to-day activities of the contract and requisition associates and Subcontract Technical Representatives responsible for:
  • Analyzing business and technical processes to formulate and develop new and modified business information processing systems.
  • Key interface points to the business unit to define requirements and business cases for the technology developments.
  • Coordinating with business and technology teams ascertaining system requirements, such as program functions, output requirements, input data acquisition.
  • Work closely with Procurement personnel to resolve questions and issues regarding requisitions and purchase orders to include returns, invoices, and tracking.

* Maintain, manage, and monitor procurements, asset inventory/tracking, planning and implementing recurring support requirements/renewals, and auditing/assessing assets to meet current and future planned acquisitions.

  • Work with vendors to acquire quotes.
  • Place new orders for asset, supplies, and service orders.
  • Post accruals as requested.
  • Track and report cost savings as they occur.
  • Work as a key interface point for business stakeholders, senior management, and the technical team to identify, discuss, and resolve any issues related to functional system delivery.

Minimum Job Requirements
  • Bachelor's degree with a minimum of seven years of relevant experience. Minimum 3years of supervisor experience.
Preferred Job Requirements
  • Direct supervisory experience of personnel responsible for managing large maintenance and operating budgets, payroll, procurement, acquisitions management, contract management, resource management.
  • Proven experience in business administration, finance, supply chain management, or purchasing.
  • Knowledge of business analysis and/or project management principles, practices, techniques, and tools.
  • Knowledge and understanding of strategies for gathering, reviewing and analyzing data requirements.
  • Knowledge and understanding of business process modeling, traceability and quality management techniques.
  • Knowledge and appreciation of business concepts and requirements as applicable to a large government facility.
  • Knowledge of the principles of strategic business decision-making.
  • Highly-motivated individual with a natural instinct to lead.
  • Proven experience in effectively handling multiple tasks while meeting deadlines.
  • Skilled in the use of tools such as computerized spreadsheet, data analytics, word processing software, presentation software, etc.
  • Ability to process computer data and to format and generate reports.
  • Ability to create, compose, and edit written materials.
  • Ability to develop and deliver presentations.
  • Ability to work independently and to work effectively as part of a group with diverse backgrounds and skills.
  • Strong interpersonal communication skills, time management skills, organizational skills, and oral and written skills.
  • Exercise initiative and independent judgment and discretion under limited supervision.
  • Responsible for adherence to company strategies, policies, processes, methodologies, commitments and goals
  • Ensure effective communications exists with and among teams for which he/she is assigned
  • Technology Business Management Certification preferred
  • ITIL Foundations Certification preferred, but not required
  • ServiceNow experience with portfolio, contracts, and resource management preferred, but not required
  • Highly-motivated with proven ability to lead and manage multiple concurrent and complex business- related teams in a fast paced, and demanding business environment
  • Knowledge and understanding of business analysis best practices and processes such as those of the Project Management Institute (PMI)
  • Project Management Institute (PMI) certification or equivalent (i.e., PBA, PMP, CAPM) preferred, but not required.
  • Ability to logically and systematically evaluate business and process problems to determine appropriate solutions
  • Experience in conflict resolution with individuals or a team
  • Exercises initiative and independent judgment and discretion under limited supervision

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
