The PMO Director plays a critical role in overseeing the Project Management Office (PMO) including portfolio management as well as leading a team of project and program managers. Deep understanding of healthcare industry dynamics, strong project management expertise, and a proven track record of driving complex IT initiatives to successful completion. Ability to articulate progress and transformation with KPI metrics and scorecard objectives.

Qualifications

Minimum Education

Bachelor's Degree in Computer Science, Information Systems, Healthcare Administration, or a related field required.

Master's Degree preferred.

Minimum Work Experience

Seven (7) years of project management, product design or related experience required.

Three (3) years experience of managing a team of IT professionals required.

Three (3) years experience of managing a PMO team of project/program managers preferred.

Preferred Certification's:

  • Project Management Professional (PMO)
  • Certified ScrumMaster (CSM)
  • Certified Scrum Professional (ISCP)

Required Skills/Knowledge:

  • Assists in the development of short, medium, and long term plans to achieve strategic objectives.
  • Regularly interacts across functional areas with senior management or executives to ensure unit objectives are met. Ability to influence thinking or gain acceptance of others in sensitive situations.
  • Demonstrated leadership and people management skills.
  • Strong communication skills, analytical skills, thorough understanding of product development and product management.
  • Proven track record of successfully managing large-scale, complex IT projects, utilizing best practices in project management methodologies (e.g., PMBOK, Agile, Lean Six Sigma).
    In-depth understanding of healthcare industry dynamics, regulatory requirements (e.g., HIPAA, HITECH), electronic health records (EHR), healthcare software systems, and interoperability standards.
  • Strong leadership and people management skills with the ability to inspire, motivate, and develop high-performing teams.
  • Excellent verbal and written communication skills, with the ability to effectively communicate project status, risks, and recommendations to stakeholders at all levels.
  • Demonstrated ability to analyze complex issues, identify root causes, and implement effective solutions in a fast-paced, dynamic environment.
  • Exceptional stakeholder management and relationship-building skills, with the ability to collaborate effectively with diverse stakeholders and manage expectations.
  • Proven ability to drive results, meet deadlines, and deliver projects on time and within budget while ensuring quality standards.
  • Experience in working with both internal resources and outsourced service providers.
  • Strong adaptability to changing priorities, business needs, and technological advancements in the healthcare IT landscape.

Functional Accountabilities:

  • Oversees plans and directs schedules as well as project budgets. Monitors the project from initiation through delivery, interfacing with "internal customer" or department personnel.
  • Organizes project activities that may entail interdepartmental meetings and communication ensuring completion of the project on schedule and within budget constraints. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.
  • Provide strategic direction and leadership to the PMO, aligning project management practices with organizational objectives and ensuring effective project delivery.
  • Develop and maintain a comprehensive project portfolio, including prioritization, resource allocation, and risk management strategies to ensure successful project execution.
  • Establish and enforce project governance processes and standards, including project initiation, planning, execution, monitoring, and closure phases.
  • Collaborate with internal stakeholders, including executive leadership, department heads, research, and subject matter experts, to define project scope, objectives, and deliverables, ensuring alignment with business needs and priorities.
  • Oversee resource planning and allocation across projects, ensuring optimal utilization of resources and timely project delivery.
  • Coordinate both internal resources and those provided by a hybrid of outsourced vendors.
  • Identify and manage project risks, issues, and dependencies, implementing proactive mitigation and escalation strategies as necessary.
  • Develop and maintain project performance metrics, track progress against key performance indicators, and provide regular project status updates to stakeholders.
  • Continuously assess and improve project management methodologies, tools, and processes to drive efficiency, effectiveness, and quality within the PMO.
  • Lead, mentor, and develop a team of project managers and project coordinators, fostering a culture of high performance and continuous learning.
  • Ensure adherence to regulatory requirements, industry standards, and organizational policies related to healthcare IT project management.
